Projects with investment amounting to over 5 million yuanRMB is safeguarded with the one-plate-and-two-cards practice, by which the protection plate ,hanged authoritatively over the projects by Municipal Planning Commission and Municipal Supervisory Bureau, is to act in safeguarding ,and the red card ,issued by Municipal Price Bureau together with relevant organs, is to prevent any fee collection other than those overtly listed in the card, issued by Municipal Merchant Board ,protect the card holder himself, his vehicle, dwelling place from search or inspection by any unit/individual for purposes except for cases of the crime committing and exempt movement of his vehicle from tall charge at all tall stations within the city.
