1、utting an end to practice of the administrative approval for direct foreign investments, and loosening the administrative approval for the capital construction projects with investment from self-owned fund of the enterprises and from loans of the bank by practicing the registration/filling instead of the administrative approval.
2、Cutting down two examination and approval-linkages in the Procedures, i.e., the project establishment and completion/acceptance. From then on the examination/approval procedure for the projects of necessity to be still approved by the planning commission will have approval-linkages cut down from 5 to 3,that is , generally, the projects are only pertinent to approval-linkages of the feasible study (the project establishing),preliminary design and the commencement report, combined into one of the project establishment and the feasible study, and practicing the supervision instead of the administrative approval over the completion/acceptance. And the examination/approval for the projects that need reporting to the authorities of the province and the state for approval, especially those infrastructure projects that involves the public security and the public interests, will be carried out in accordance with the procedural requirement stipulated by the files of the State Council regardless of resource of the fund.
3、Lowering the level in scale the authorities at which will execute the examination/approval power. For all the projects that need not the balancing fund/construction conditions by the province and the municipality, the examination/approval power over the capital construction under move of lowering the level in scale of the examination/approval authority from the province level to he municipality level will be lodged with the county level(city, district),which will make decisions independently, that is ,the production projects with investment 30 million yuan from domestic entities, and non-production projects under 10 million yuan and projects with authorities at the county(city, district);and the Municipal Planning Commission only handles the projects submitted for approval by the institutions directly under the municipality.
4、Practicing the handing matters per preset duration of time in order to increase the working efficiency. For the matters concerning procedures of the examination/approval and registration/filing that are still required under the innovation with the procedures, such matters shall be executed within duration of time, specifically the procedures ,such matters shall be executed within duration of time, specifically the feasible study (the project establishing) 5-10 working days, the preliminary design 15 working days ,the commencement report (decreeing the investment plan implementation 5 working days, the registration and filling 1 working day; and the projects that need the auditing and reporting by the municipal planning commission, if the materials are all ready ,generally completed with the formalities with 3 working days, and within 5 working days in cases of the projects with complicated contents. |
