(1)Policy of land-use
For enterprises with investment from without amounting to over 20 million Yuan RMB once time that enter into the industrial parks and obtain the land use right over the state-owned land through assignment, the land price is set at 30,000 Yuan RMB pre acre land for those that are established in the industrial project-use land outside of the industrial park, the land price is set at mo more than 80,000 Yuan RMB per acre. And zero land rent is practiced for those that obtain the land use right over the state-owned land through leasing during a period of three years starting from the contract signing date.
(2) Tax policy
For enterprises with investment from without that enter into the industrial park and that are categorized to be encouraged by the state, their income tax will be refunded the portion in full retained by the local finance for a period of the fist
Three years and refunded the portion retained by the local finance and refunded at a rate reduced by one half for the fourth and fifth years; their value-added tax will be refunded the portion in full retained by the local finance for the first year.
£¨3£© infrastructure matching
The water and power supply and communications and TV connection needed by enterprises with investment from without shall be effectuated in connection by enterprise with investment from without shall be effectuated in connection by practice of zero-fee charging, exemption of the charge for capacity expansion of water and power supply and TV connection, and payment for water and electricity supply rated at the same level across the city. For industrial projects with investment amounting to over 30 million yuan once time and that enter into the industrial parks,¡¨ five-connection-and-land leveling ¡¨(the water and power supply and communications and TV connection and land leveling of the site)shall be carried out by municipal government and relating departments, that is ,the preparation works within the enclosure fence fall within responsibility of the investors themselves and that without the enclosure fence fall within responsibility of the relating departments, and the main line laid forward up to just outside of the enclosure fence.
